The Provisional Fleet

The Provisional Fleet is the Ad-Hoc organization that formed around the Magnetic Assembly for control of its combat starship fleet. Unlike most military forces, the Provisional Fleet is barely a military organization, and serves mostly to organize and maintain some military functionality to support the Exemplars of the Magnetic Assembly. Excessive distrust of organized militaries tends to hobble the Provisional Fleet's ability to form or maintain a large force for any amount of time. This leaves them to focus on developing and maintaining support capabilities like procurement, production, and training of crew.
History
During 2320 the organization existed in name-only, as Ad-Hoc combat groups commanded by various Exemplars of the Magnetic Assembly coordinated between themselves to conduct operations against the American Union. By 2321 it became clear that the short uprising was devolving into a drawn out war against the American Union. This would require an increasing number of ships and material be put into the war effort, far more than could be easily organized by the few Exemplars tasked with direct military action against the AU. Though the name 'Provisional Fleet' had been in use since the New Years Revolution in 2320, it wouldn't be until July of 2321 that an official command structure would be established by Exemplar Heram Wazu, with some personnel re-assigned from existing projects to staff an office on Rotislav. Overall command would then be handed off to Exemplar Caxia to oversee capability development and recruitment.
2321 Initial Formation
Throughout 2321 the Provision Fleet had a difficult time organizing. The former American Union members, Gendarmerie Officers, and Private-Sector members joining the fleet would be looking for a clear chain of command with structured ranks. The Magnetic Assembly and its Exemplars distrust of military organizations saw a slow and reluctant roll out of more official ranks that largely came about entirely because of the difficulty of managing the increasingly large teams needed to conduct work among people outside of the Assembly. The Exemplars extreme and often unorthodox levels of productivity also made it difficult for the Exemplars to delegate authority to others so that they could begin building out the necessary structure for larger scale operations. This slowness in developing human resources would mean the combat units representing the Assembly would have to make due with fewer people and greater automation.
Despite the poor internal structure of the Provisional Fleet, the Exemplars that commanded the various combat units had already scored strings of impressive victories against the American Union, largely fueled by the ease of conversation of the Assembly's freighters into missile-boats.
2322-2323 Atlantica
By late 2322 the brief cease-fire in Atlantica was abandoned in a gambit to ensure an alliance with the HFR during the four way battle at Pelegic between the American Union, Magnetic Assembly, HFR, and Daqin Empire. The fight would result in the loss of several ships for the The Task Force in Atlantica, which would then result in the Provisional Fleet would then withdraw to safer positions around the system's SLE as the American Union's numerical advantage in system increased.
Combat Record
Despite the questionable internal structure of the Provisional Fleet, the end results have been mostly successful. Many attribute this to the Exemplar's speed of action and creativity in the face of uncertainty. Large scale interstellar war has never been attempted before by Humanity and the parties to the Hawking / American Union conflict are largely still learning how to conduct themselves.

Organization
The Provisional Fleet is still in its infancy compared to the more established organizations in the Human Sphere. Its command structure is largely taken directly from the Magnetic Assembly's automated civilian shipping systems with some additional guidance on structure being provided by ISOC officers who remained with the Assembly during the New Years Revolution.

Leadership
The Leadership of the Provisional Fleet is a rotating position, with various Exemplars swapping out for control as needed. Currently this position has a large amount of control over the direction and makeup of the Provisional Fleet's support elements but no control over the Combat Groups of the Magnetic Assembly outside of what authority the Exemplar normally has within the Assembly's meetings. The position is largely considered a temporary posting for Exemplars in between their own personal projects.
As the Provisional Fleet expanded, additional sub organizations were stood up inside of the group that needed their own leadership.

Officer Ranks
The Officer corps of the Provisional Fleet is mostly based on civilian organizations due to the Magnetic Assembly's distrust of conventional military forces yet retains some of the military format from the American Union's ISOC which it was split off from. This results in a relatively flat organization where the chain of command may be unclear, and alignment towards the goals of the operation are what keep the crew of a ship organized.

Enlisted Ranks
The Provisional Fleet doesn't make use of Enlisted Ranks that are common in other organizations. The smaller, important, tasks typically carried out by enlisted individuals are instead carried out by robots or other automation. This leaves the enlisted ranks as an evaluation rank, allowing the Provisional Fleet time to figure out how to best utilize the new recruits.

Uniforms
The Provisional Fleet acquired a large supply of uniforms from the American Union following the New Years Revolution. Even as late as 2321 it is common to see members of the fleet wearing the Union Service Uniform or Union Void Combat Uniform while working. As part of an effort to make the force more professional, locally produced uniforms have started to be issued.
Equipment
The Provisional Fleet has access to the Equipment and Technology available to the Magnetic Assembly, as well as a stockpile of older equipment captured from the American Union
