Liú fán is a rising star, and general in the Dàqín Dìguó who has maneuvered his way to increasingly important assignments. His talents lay in politics and low intensity Grey-war, with his initial creation being for the support of the growing Dàqín Dìguó's need for operations inside of and often against the rest of the Human Sphere. He has gone to great lengths to tie himself to the legend of Liu Bei, wanting to be seen as the virtuous leader who fights for the common Daqin, even going as far as to take the common name of Xuándé. Though he fights for the Empress and the Empire, his ambitions lay with amassing power for himself and becoming emperor.

Reserved and Ambitious, Liú fán is someone who sees the world as a means to an end. He is often seen as charismatic, though his goals, morals, and friendships are often of secondary concern to his ambition.

Liú fán was born in 2262 as part of the Liú family's ambitions to expand their buqu. Here he would hone his skills as an officer, learning combat tactics and logistics in a mostly academic setting with assignments that focused on internal security for the Daqin. This provided Liú fán the opportunity to interface with many of the other Daqin houses, which he used to try and raise his own personal profile and cultivate connections with other talented officers within the military. His successful handling of internal disputes and affiliation with discreet Daqin operations within the Human sphere would help raise his profile. This would only be further enhanced by his own careful tailoring of his image and courting of high profile consorts including Korui Hoshiko during the heigh of her career, only for him to ghost her once it became clear her rise had stalled out.

By 2300 Liú fán would be promoted to head of the Liú families' Badu fleet and receive the title General of the flying chariot (飞行战车将军). This was largely through his personal connections to the Daqin's fleetyards, allowing him to procure the latest Daqin ships and supplies in far greater quantities than his predecessor which would be the direct reason for the promotion despite his predecessor having real world experience with interstellar operations much unlike Liú fán.

In 2310 Liú fán would take two of the Empress' most troublemaking daughters as his consorts, and use that newfound authority to also become head of the Liú household, adding Marquis of Kong Zi (孔子侯) to his titles. From here he would start trying to ingratiate himself to the Empress by keeping her daughters out of publicly embarrassing incidents as well as being willing to take more problematic members of the military into his house. These more problematic people would often be formed into discreet units to infiltrate the Human Sphere resulting in some 'one way' operations such as the attack on Azathoth in the Hawking System in 2321.
