Overview
The HFR Confederate government is composed of a bicameral legislature, an executive cabinet, and an interstate judicial court.

- Members voted on directly by member state citizens through ranked choice voting, portioned by population. All sapients except for artificial species are enfranchised, but member states dictate age of maturity for voting. Member states also determine voting districts. Voting occurs every five Earth years.
- Parliament members approve and amend legislation proposed by the chancellor by simple majority
- Chancellor is chosen from amongst Parliament member ranks through ranked choice voting
- Members appointed directly by heads of member states, or directly participated in by heads of state. Each member state has an equal amount of seats, the amount of seats determined by the topics at hand, e.g. agriculture, mining, infrastructure, national security.
- Council members approve and amend legislation sent up from Parliament by simple majority
- Chancellor approved by Council by simple majority
- Cabinet ministers and diplomats approved by Council by simple majority
- Ceremonial title (literally translated as "Chancellor of the Heavenly Kingdom") dating back to the highest non-royalty official of imperial China
- Sets the agenda and proposes legislation, heavily influenced by Parliament members
- Appoints Cabinet ministers and diplomats, usually from either the Council or Parliament
- Provides civilian oversight of Republic Space Command, capable of unilaterally discharging officers of any rank
- Primary executive body of the HFR
- Ministers appointed by the Chancellor and approved by the Council
- Administers budget allocation to various departments and enforces legislation
- Oversees executive departments, e.g. the Republic Central Bank and the Republic Ministry of Energy
- Appointed directly by heads of state, three justices per member state
- Interprets the Vermillion Bird Promises and confederate law to settle disputes between member states
