The Scattering is a period of time between 2117 and 2135 where interstellar prospecting was at its peak and FTL technology was still in its infancy. The start of the Scattering was marked by the successful colonization of New Texas which showed that not only could inter-stellar colonization work, but communication and even possibly return to the homeworld was possible.
Over-eager colonists would pool their resources for a small colony ship, and pay for SLE travel to promising star systems that had only been scouted by telescopes near earth with the hope that they would be suitable for life, or that there would be sufficient quantities of the materials used for FTL travel at their destination to make the expedition profitable. Some colonists merely wanted to have their own star-system and did not care about returning.
By 2135, this trend had mostly died off. None of the random jumps into star systems had resulted in a colony that managed to find enough FTL material to restore contact with earth.
