A ship designed to help lift smaller ships from atmospheric or low orbital fight into higher orbits. This can be done a variety of ways from docking, to tethers.
Typically, this type of ship is used heavily in developing systems that are still too small to have massive amounts of emplaced space infrastructure. They are also common to see in expeditionary fleets to help get equipment off the surface, or near gas giants where fueling fleets may need assistance returning to stations.
